Call MpdNotifier::NotifyNewSegment for VOD

- Call NotifyNewSegment() in MpdNotifyMuxerListener::OnMediaEnd() to
  notify subsegments.
- This is necessary for MpdBuilder to calculate subsegmentAlignment.
