Add edash_packager.ycm_extra_conf.py

- Adding YCM configuration file for edash packager.
- For now the developer has to do a Debug build before YCM starts
  working.
- Also PATH must be set to where 'clang' is so that the system headers
  are included (e.g. for classes in std namespace).
