Add hls_characteristics stream descriptor, which is a colon or semi-colon
separated list of strings. It is optional.

The keys can be specified in --keys option, with the form of
label=<label>:key_id=<32-digit hex string>:key=<32-digit hex string>,label=...
There can be multiple "label=..." block. The DRM label can be one
of "AUDIO, SD, HD, UHD1, UHD2" or a custom label.
Mark --key and --key_id as deprecated. We can achieve the same result
with --keys=label=:key_id=<key_id>:key=<key>.
Also add a new optional field in stream descriptor: drm_label, which
is used to overwrite the internally generated DRM label for the stream.
If not provided, the DRM label is generated automatically based on
audio/video information, e.g. resolution.
Code changes:
- Merged RawKeyEncryptionParams and RawKeyDecryptionParams into
RawKeyParams.
- Make FixedKeySource accepts RawKeyParams as input.

This fixes shared_library not able to compile problem.
Also removed StreamDescriptorList and replaced with expicit
comparison to make the code clearer.
Also removed an out-dated DCHECK that mpd_notifier and hls_notifier
does not co-exist.

- Add EXT-X-MAP tag for init segment.
- Do not set output field on stream descriptor if not specified on
command line. If it's set (internally) then it gets copied to
MediaInfo that gets passed to the manifest generators.

Now, media playlists are properly tagged with a language in the
master playlist.

Three options are supported right now:
- reuse=1|0
Allow or disallow reusing UDP sockets. Default 0.
- interface=a.b.c.d
Address of the interface over which to receive UDP multicast
streams.
- timeout=microseconds
Timeout in microseconds. Default to unlimited.
A UDP url should be of the form udp://ip:port[?options], here
is an example:
udp://224.1.2.30:88?reuse=1&interface=10.11.12.13&timeout=12345
Also deprecate --udp_interface_address flag in favor udp options.

Language tags can have subtags, such as "por-BR". While the base tag
should be 3 characters, the entire tag can be longer. Rather than
parse out the base tag and check that it is size 3 without the subtag,
we can just trust the ISO tag converter to do the right thing.

- Add flags and stream descriptor fields for HLS.
- Remove fields from MuxerOptions. Instead pass them directly to
HlsNotifyMuxerListener.
- Rebase segment names to the master playlist's path where it makes

Added two stream descriptors that are both used to tell the output
format. If it is not given, the packager will use the output file
extension to determine the output format.

If a stream has no language metadata, or has the wrong metadata, this
field allows the user to override this on the command-line.
This also maps all specified languages on the command-line to ISO-639-2
tags as required by the MP4 muxer, so that ISO-639-1 tags specified on
the command-line do not cause a DCHECK to fail.
