This work was done over ~80 individual commits in the `cmake` branch,
which are now being merged back into `main`. As a roll-up commit, it is
too big to be reviewable, but each change was reviewed individually in
context of the `cmake` branch. After this, the `cmake` branch will be
renamed `cmake-porting-history` and preserved.

Added --crypt_byte_block, --skip_byte_block to allow users to specify
protection pattern other than 1:9 for pattern based encryption scheme,
e.g. cbcs and cens.

This is what webm_subsample_encryption flag actually does.
- Fixes the flag not working problem introduced by previous CLs.
- Also mark flag webm_subsample_encryption as deprecated.
