The order of headers is still funky, and was "fixed" by clang-format, but in a way that doesn't exactly align with the style guide. Jacob Trimble	f4c07b9ce0	Work around non-deterministic tests. We currently have a bug about non-deterministic output in the MPD generator. This works around that bug by optionally doing everything in a single thread. This allows us to run manifest comparisons without making the major changes needed to add that feature.
