An updated version of PR #1027
That previous PR was done using 2021 code, and there were many changes
in the codebase from there, so a rebase was needed and also some minor
tweak here and there. But it's the same code, just reimplemented on a
newer codebase.
If you want to take a look at this in action, after building shaka
packager with this PR's code included, try this commands in 3 different
simultaneous bash sessions:

Note the added `input_format=webvtt` to the shaka packager command's
second selector. That's new from this PR. If you don't use that, shaka's
format autodetection will not detect the webvtt format from the input,
as explained in
https://github.com/shaka-project/shaka-packager/issues/685#issuecomment-1029407191.
Try the command without it if you want to.

adds an optional `--hls_start_time_offset` parameter, that, when
used, adds `EXT-X-START` tags to the HLS media playlists.
The EXT-X-START tag allows to specify the location where the player
starts playing, either from start (positive value) or from end (negative
value).
This is especially useful in case of livestreams where this tag can be
used to set the target latency of the playback.

The RFC says, that the `EXT-X-START` tag could also be added to the
master playlist, but my tests have shown that most players only respect
it when it's in the media playlists.

protobuf depends on absl, so both needed an update.
Updating absl fixes issues on Alpine 3.19 (see PR #1327), and also
removes the need for hacks around vlog flags.
A positive value, in milliseconds. It is the threshold used to determine
if we should assume that the text stream actually starts at time zero.
If the first sample comes before default_text_zero_bias_ms, then the
start will be padded as the stream is assumed to start at zero. If the
first sample comes after default_text_zero_bias_ms then the start of the
stream will not be padded as we cannot assume the start time of the
stream.
This work was done over ~80 individual commits in the `cmake` branch,
which are now being merged back into `main`. As a roll-up commit, it is
too big to be reviewable, but each change was reviewed individually in
context of the `cmake` branch. After this, the `cmake` branch will be
renamed `cmake-porting-history` and preserved.

We currently have a bug about non-deterministic output in the MPD
generator. This works around that bug by optionally doing everything
in a single thread. This allows us to run manifest comparisons without
making the major changes needed to add that feature.

There were several enum types that all were used for key systems. This
combines them into one to make it more clear and only needing to update
one. This also uses a bit field to specify multiple key systems instead
of using a std::vector.

HLS uses the EXT-X-MEDIA-SEQUENCE tag at the start of a live playlist in
order to specify the first segment sequence number. This is because any
live playlist have a limited number of segments, and they also keep
updating with new segments while removing old ones. When a player refreshes
the playlist, this information is important for keeping track of segments
positions.
When the packager starts, it naturally starts this count from zero. However,
there are many situations where the packager may be restarted, without this
meaning starting this value from zero (but continuing a previous sequence).
The most common situations are problems in the encoder feeding the packager.
With those cases in mind, this parameter allows to set the initial
EXT-X-MEDIA-SEQUENCE value. This way, it's possible to continue the sequence
number from previous packager run.

This flag was designed for two purpose:
- Grouping fragments into subsegments, achieving three level hierarchy:
segment < subsegment < fragment.
- Indicate whether to generate 'sidx' box in media segments (when the
value is set to a negative number).
There are no practical use case for the first purpose. Removing it to
simplify the code and reduce the confusion.
Introduce another flag --generate_sidx_in_media_segments for the second
purpose.

all situations.

The number of preserved segments outside live window can be
configured using flag --preserved_segments_outside_live_window,
which is default to 50, i.e. 5 minutes for 6s segment.
Note that the segment removal will be disabled if it is set to 0.
Only HLS live playlist and DASH dynamic MPD are affected by this flag.
- Also add end to end tests.

It is not always possible to align segment duration to target duration
exactly. For example, for AAC with sampling rate of 44100, there are
always 1024 audio frames per sample, so the sample duration is
1024/44100. For a target duration of 2 seconds, the closest segment
duration would be 1.984 or 2.00533.
This feature allows MPD generator to treat these segments as having
the same duration, thus allows MPD generator to generate less
SegmentTimeline entries and potentially no SegmentTimeline entries
(replaced with SegmentTemplate@duration instead if
--segment_template_constant_duration flag is enabled).
Under flag --allow_approximate_segment_timeline. Disabled by default.

UTCTiming schemeIdUri and value pairs can be provided to packager using
--utc_timings flag. It should be comma separated list of
schemeIdUri=value pairs.
Note that urn:mpeg:dash:utc:direct:2014 scheme is not supported as it
requires the MPD to be dynamically generated on the fly when MPD is
served to client.

- A Group MUST NOT have more than one member with a DEFAULT attribute of
YES.
- Each EXT-X-MEDIA tag with an AUTOSELECT=YES attribute SHOULD have a
combination of LANGUAGE[RFC5646], ASSOC-LANGUAGE, FORCED, and
CHARACTERISTICS attributes that is distinct from those of other
AUTOSELECT=YES members of its Group.
We tag the first rendition with a particular language in an audio group
with 'AUTOSELECT'; it is tagged with 'DEFAULT' too if the language
matches --default_language.
