chore: Refactor public headers and macros (#1275)
This organizes all public headers for the library into
include/  and makes sure then don't rely on any headers from
other folders.

To accomplish this, this change also refactors macros.h,
media/base/macros.h, and status/status_macros.h into macros/classes.h,
macros/compiler.h, macros/crypto.h, macros/logging.h, macros/status.h,
and public/export.h.  Now the export macros from macros.h live in
include/ to keep include/ from requiring anything else.

This refactor enables an install target that includes public headers
only.

feat: Replace glog with absl::log (#1274)
This deprecates --vmodule (not available in absl, mapping it to --v for
a very minimal sort of compatibility) and adds the absl::log flags
--minloglevel, --stderrthreshold, --log_backtrace_at, and --log_prefix.

style: Use angle-brackets for all internal headers (#1271)
This feeds into efforts to create a working install target.

The order of headers is still funky, and was "fixed" by clang-format,
but in a way that doesn't exactly align with the style guide. Further
cleanup of header order is coming in a follow-up PR.

Aaron Vaage 5f072e3b08 Start Segments At First Sample in Text Chunker
We always assumed that text stream started at zero in the text chunker.
This meant that if the text stream started later than zero (like in a
live stream) we would generate a lot of empty segments.

Instead the text chunker will assume that segments should be adjusted
to align with multiple of segment duration. The text chunker will assume
that an earlier component in the pipeline (i.e. text padder) will ensure
that the first sample has the time that we want to start segments at
(even it needs to add an empty sample).

Aaron Vaage dbce84f3ea Remove Time Scale Assumptions From Text Chunker
Before, the text chunker would assume that all text streams were in
MS, which is not a safe assumption to make.

This changes it to take the time scale from StreamInfo and work
natively with scaled time units.

This required updating the tests. While doing so the tests were
rewritten with the goal to make them easier to read.

Aaron Vaage a11cbf93a7 Handle CueEvent in TextChunker
Updated TextChunker to handle incoming CueEvents. Connecting the
text chunker with the cue alignment handler will happen in a later
CL.

Aaron Vaage 56caecd073 Rename WebVttSegmenter To TextChunker
Renamed the webvtt segmenter to text chunker as there is nothing
webvtt specific in the code.
