Before this, HLS output did not contain language information.
Now, media playlists are properly tagged with a language in the
master playlist.

- The current implementation only handles VOD.
- Add #EXT-X-PLATLIST-TYPE.
- For VOD Add #EXT-X-ENDLIST at the end.
- Append comma at the end of EXTINF.
