Fix for #598AAC audio with PCE encoding is now parsed properly (channel_configuration_is allowed to be 0, full-frame skipping now works properly).Added GetFrameSizeWithoutParsing() which extracts only the data necessaryto get the frame size from the header. Implemented for ADTS and AC3. Addedunit tests for the new func.
