In order to use MSVS 2019, gyp must be upgraded.  The old version
didn't recognize MSVS 2019, but the newer version does.

This isn't everything that's needed, but it's a first step.

Shaka Packager

Shaka Packager is a tool and a media packaging SDK for DASH and HLS packaging and encryption. It can prepare and package media content for online streaming.

Shaka Packager supports:
