Originally the create and dispatch of stream data in the cue alignment tests were separate to improve readability. The idea was to separate building each stream and dispatching the streams muxed together would make it easier to understand the streams. However, coming back to the code, this did not hold up as it took just as long to understand the code. So merging the two together allows for the code to be more concise.
