KongQun Yang c9fb2b4a85 Use start_time from CueEvent in NotifyCueEvent Instead of using next segment start time, as CueEvent time may not align with segment start time exactly. Shaka Packager is a tool and a media packaging SDK for DASH and HLS packaging and encryption. It can prepare and package media content for online streaming.

Shaka Packager supports:

Both Video-On-Demand and Live.
